Biography of Ralph N. Pacinelli, Ed.D.

Ralph N. Pacinelli, Ed.D., CRC, PLC, (1934- ) is a lifelong leader in vocational rehabilitation.

From 1974 to 1995, he served as a Regional Commissioner for the U.S. Department of Education's Office of Special Education and Rehabilitation Services (OSERS) Rehabilitation Services Administration (RSA). He had significant involvement in planning, developing, and implementing rehabilitation policies and programs within Regions 3 and 4, covering much of the eastern and mid-Atlantic region. He oversaw 20 state vocational rehabilitation agencies and was responsible for nearly $1 billion in federal formula dollars and more than $3 million in discretionary grant funds. He also served as Executive-on-Loan to the President's Committee on Employment of People with Disabilities. Other professional positions include Rehabilitation Counselor and Supervisor of Staff Development, Pennsylvania Bureau of Vocational Rehabilitation; Director of Education and Research, International Association of Rehabilitation Facilities (IARF); and VRA Program Specialist, U.S. Department of Health, Education and Welfare.

Dr. Pacinelli has received numerous professional awards, including the National Council on Rehabilitation Education's Distinguished Service Award and the National Rehabilitation Association's inaugural Lead On Award (2006). In 2005, the Pennsylvania Rehabilitation Association (PRA) named the Ralph N. Pacinelli Leadership Award in his honor; each year, the award is presented to a PRA member "who has exercised extraordinary national and/or state leadership to rehabilitation professionals in order to strengthen, broaden and hone their professional development."

Dr. Pacinelli is actively involved in the University of Scranton community. He has served as a Leahy Faculty Fellow, a valued faculty member of the Rehabilitation Counseling Program and a regular contributor to the Northeastern U.S. Conference on disAbility. He is a recipient of the University's Award for Excellence in Rehabilitation Leadership, presented by the Edward R. Leahy, Jr., Endowment.

Dr. Pacinelli holds a bachelor's degree from Villanova University and master's and doctoral degrees from the Pennsylvania State University. He has published more than 40 scholarly works.
